Hi. Does anyone know when the package holidays for summer 2017 will be on sale?

Virgin told me that Sept 17 will be available in April 2016, but seeing as you've been able to do Dec 16 for months now, I'd say you'll probably be able to book in January!

It depends what you mean by packages. The full selection of packages for 2016 was released in April 2015 (23rd to be precise), with some accommodation options available earlier but not all levels of rooms (normally was only bigger and more expensive room categories) and the free dining stuff doesn't launch until the preceding April, if Disney choose to keep offering it.
