I would like a new camera that is great at taking action shots and has various options of taking pictures. I think the Canon S3 IS looks great but I want something smaller and easier to carry around. Any advice?

Look at the "A" series Canons. They are very similar to the "S" series but without the zoom range. To be honest, for action shots, you want to keep the focal length shorter anyway (not always possible though). To be honest though, if you are really serious about action shots, you are better off with a DSLR that has a usable high ISO, but that is even larger than the S3, so unlikely what you are looking to get. There are also nice Fujis, but I know next to nothing about them.

if you action shots are in the bright sunlight, you'll probably be ok with most any camera. If they are indoors or in less that great light, you're most likely not going to be happy with you shots with anything less than a dSLR IMHO.

And even with a dSLR, the lenses you will need for action in low light can get to be very expensive as well.
