Suggestions for meeting Cat in the Hat?

What is the best way to meet this guy or any other Suess characters? Do they circulate Seuss Landing or have a special meeting place? Any time of day better than others?

The Seuss characters appear regularly on Seuss Landing. You can see him at the character lunch at Confscio's Grill from 12 pm to 2 pm daily. You may also see him at the birthday celebration held at Circus McGurkus. This is usually held between 2:45 pm to 3:30 pm. You can check your park map for the schedule.
