Disney does - or whatever company they are booking the reservation through

That used to be true, now a days it pays to ASK before using their services.
Also even with those that do have the commission paid by the seller,i.e. Disney many impose their own fees for changes or cancellations over anything that may or may not be charged by the company providing the service.
