Stupid Question about 'rack rates'

How do I find out what rack rates are? Are they just what the WDW website quotes without using a discount or special package they have listed there? Or do I have to wait until closer to Sept to see what the rates will be? I am trying to figure my budget for my trip next Sept, hopefully when they offer free dining again, and I know I have to pay rack rates to take advantage of that. Just trying to crunch some numbers and see where we can afford to stay.

Click on the link below. Scroll down. On the left side you'll see the different resorts. Click on Fact Sheet. It'll bring up the rates for 2006 and 2007. Click on the resort you want to stay at. Rates are under the Fact Sheet.
