Strange documentation on my online ressie

I just pulled up my ressie online.
There are 2 new entries

Deposit by September 8, 2007: 653.64 USD
Credit/Refund by July 16, 2007: -653.64 USD

Notice the dates.
The trip is scheduled before Sept 8.
Today is Aug 28 2007.
These entries were not there on July 27 one month ago.

What's your take on it?

In order to receive a full refund you need to cancel 45 days before your trip, is that what it means? If you cancel after that date you have to pay something.
