And I don't mean a little boo-hoo action--he was SCREAMING "I want to go home!" and he didn't mean back to the hotel, either. But my kid is timid and sensitive to extreme volume levels, which tend to be the norm at WDW.
For us, the key was most of the action takes place in the dark. It's a "sensory" ride where they lock you in place with overhead restraints (the kind the big looping roller coasters use), but never move. Take a timid kid who's a little afraid of the dark, add in he is held in place by an enormous restraint so he can't get to Mom or Dad and you've got an explosion waiting to happen.
It may be a moot point for you, though, if your 3 year-old isn't 38" tall. I would follow the recommendation of asking a couple of families as they exit the ride if you still aren't sure.
