Steps for Selective Coloring

Hi, sorry to bother-hope everyone is having a great day. I just need a quick refresh on the selective coloring steps. I know you have to duplicate, grayscale and merge layers, can someone fill me in on the order etc??? It will be most appreciated

one of the quickest ways to do it is open your pic, duplicate layer,then convert duplicate to b&W, then erase whatever you want to be in color,,,then merge your layers..

Does that work with Photoshop Elements 3.0? Sorry to sound crazy-just new at this.
