Staying on site, question about cost of parking

The guard does not play any role in charging you for parking. He's not the one who needs to know you have a handicap hangtag, it's the front desk.
The guard is indeed the one who triggers if you get charged for parking initially, or not. When you arrive, via a car, and check in with the guard, that triggers parking. I've dealt with it enough since the parking charges started to learn. We arrived via Uber, never ME. They sometimes bother to figure out if you are arriving via ride share and don't charge for parking. Sometimes they don't bother to figure it out and charge for parking. It was about 50/50. Since I've had a hang tag for handicap parking, it's 100% they don't bother to mark it free parking. The front desk is easy to get it fixed but they are also the ones that have said the guard can mark no charge when the guest arrives.
