Staying offsite - do you need to buy tickets before you can book FP+?

Apologies in advance for what is probably a dumb (and asked before) question. I have a friend who is planning a Disney trip in March. He's not sure if he's going to stay onsite or offsite, but he thinks probably offsite. The 30 day mark for off-site FP+ scheduling is coming soon. Can he go ahead and book FP+ before he gets his tickets, or does he need to get his tickets first and link them to MDE before he can book FP+? I'm assuming it's the latter but wanted to check. Thanks!
 
He needs tickets. He can purchase them from the Disney site as "will call" and link the confirmation numbers to his MDE account. He can then schedule FPs.
