No, sorry. The dining plan is only for on-site hotels.

The ability to purchase the Dining Plan could perhaps be considered a "benefit" of staying on-site.

If you're a FL resident or an AP holder you can purchase the DDE which gives you a 20% discount in most TS restaurants.
