We are on the Fantasy leaving on 10-31. I just checked the DCL website and there are several Deluxe staterooms that are now available. Would I get a better"deal" if I upgrade at the port? (If the rooms are still available) Or should call my TA and upgrade NOW!?

Yes. But they have been known to disappear quickly, of course depending on the category desired.
If hoping for a deluxe inside, more may be available later as pax move up.

You'd get the "better deal" if you wait to see if there are any upgrades available at the port. Upgrading now, you pay whatever the current cost is.

You absolutely will get a better deal at the port. Get there as early as you can; once you check in, go to the far right end of the check-in counter and ask for an upgrade. It's a set price (depending on what you have now and what you want to move to) and they do it on the spot. Easy.

Just be prepared to find they don't have the upgrade you want, or may not have any at all. We've been offered everything from a better porthole view all the way to their Royal Suite at the upgrade desk. All at great savings (in exchange for the risk of nothing being available).

If you upgrade at port do they redirect your checked bags to your new room? That probably causes them to take longer to arrive I'm guessing??

Yes, they will redirect it. It's actually done by scanning the bar code on the luggage tag (the printed number on the tag is just for your visual confirmation when you initially put the tags on your bags). Your reservation (room) number will change on the list in the computer, so when the luggage tag is scanned, it will go to the room that you are assigned to.

we upgraded at the port in April and walked to our old cabin and picked up our luggage. It would have made it to our new cabin eventually, but I was afraid it would take too long and it would be kind of sitting around.

I'm on the same sailing :) currently in a CAT V Concierge room... I may look at upgrading to a CAT T if any are available .... not quite sure yet if I want to pay the extra money, we already have one of the bump out verandah's so we have a larger than normal balcony.
guess I will see what they say at checkin

Just wanted to make sure - I have a PAT of 1PM, but if I want to try to get an upgrade at the port, I should arrive earlier, say around 11AM?

Of course, if there's none available, I run the risk of having to wait. Will they at least let us check luggage in ahead of time? We're sailing out of Galveston...
