Spring Break Strategies for TL and BB.

This is the first trip with kids that we will have access to the water parks. It has been years since we have gone to them. What is the best plan for visiting during the busy spring break time?

We don't feel the need to spend all day there, but may visit TL or BB several times during our 8 days at WDW. Do the water parks fill to capacity during spring break? If busy, do you always have to arrive at opening, or can you go to the water parks for the last two hours of the day?
