How about the local newspaper or radio, flyers handed out or there's the modern way it seems to be going - Facebook!
 
Think it depends what type of buisness !!
You need to find your target market as easily and directly as possible.

I agree - Facebook seems a good way to go about it.

I've just done some checking, and a couple of local businesses around here have set up facebook pages/groups. Everybody's on it, just add some friends to it, and then they'll add some people etc etc. Good place to have your businesses contact details and stuff.

Also, how about cards in some supermarkets or shop windows?

Also, I don't think you can beat word of mouth - what sort of business is it?
 

DH started our business in 2005, we started off by all the usual paid advertising, Yellow Pages, Yell, Local newspapers etc.

We have since found though that nothing at all beats having a great service and spread awareness via word of mouth from your satisfied customers.

We also have a Facebook page and a good website with lots of images and descriptions of our work, if you offer a comprehensive site then usually people want to know more about the services that you offer. We also have Yell.com as so many people tend to look online these days.
