Splitting stay between HRH and WDW..What would you do?

I'm doing the same thing as MickeyinJune but with Discovery Cove/USF...

How bad is bad?

Can it be as bad as stacked up on a two lan twisting expressway, down to one from construction or a bomb on the expressway, with horns blaring and off roads worse? Thats every day in Philly!

20-45 I can handle, thats our regular commute. I4 has never been bad in our opinion compared to Philly and other places we've been Chicago, NYC, Wash DC...

We are making our plans now. After reading the above posts, we have decided to split our stay also.
Question, which would you do first? Would you do WDW first then Universal or vice versa?
Another question. We are not planning to rent a car since we will be staying onsight. What is the best way to get from the airport to WDW, from WDW to HRH (or HRH to WDW)?
