Split plate charge

For the restraunts that charge a split plate fee, do they also apply it for childrens meals? My kids always share a meal when we go out to eat.

When we were there earlier this month, we ate at Cafe Orleans and my girls (ages 7 and 2) shared a meal without being charged.
