Splash Pad ages now 4 & Under

I had a 1 and 3 year old on our sailing and it did get a little chaotic in there for my 1 year old when crowded. But... I also can't see turning a kindergartener away from having fun in the splash pad. I think truly enforcing 6 and under or maybe 5 and under would have been enough or just put a life guard in there to help enforce behavior, waiting turns for the slide etc.
 
I think they should just require parental supervision in the splash pad and enforce no running or pushing. My son with autism was delayed on potty training and absolutely loved the splash pad until he aged out at 6. He was always very gentle around the babies and just liked to sit in the waterfalls and touch the running water. Frankly some of the most aggressive behavior we saw was not older kids but the 3-4 year olds that were too little to know to be gentle and would push/shove the little babies to get access to a slide or water feature, with parents nowhere in sight. The older kids tended to be mostly older siblings helping their younger siblings play.
