I would use at least $1 billion on Epcot:
1. Soarin' 2.0 ($75 million total):
2. Build a new stage for Off Kilter on the other side of Canada pavilion including more seating ($5 million)
3. Gut the Imagination pavilion, dust off the original plans from 1979, and rebuild Journey into Imagination as originally opened (complete with an all new Image Works upstairs) ($75 million)
4. Gut Ellen's Energy Adventure. Put a version of Monsters, Inc. Ride & Go Seek from Tokyo Disneyland. (Hey... Monsters, Inc. is all about energy production)($125 million)
5. Reopen the Wonders of Life. Put Cranium Command back as it was, but update the other exhibits. Have an all new version of Body Wars with all new simulator vehicles and 3-D film ($100 million)
6. Add "Remy's Totally Zany Adventure" from Walt Disney Studios (Paris) to the France pavilion ($150 million)
7. Build a new Switzerland pavilion between Germany and Italy complete with a version of the Matterhorn ride ($125 million)
8. Build an all new Frozen based ride on the vacant country plot between Norway and Mexico. This way traditionalists can still have their Maelstrom and traditional Norway feel to the right of the Stave Church, while to the left side it is all Frozen all the time. I'm thinking the ride can be a mainly slow paced ride through the story in small, wide roller coaster like cars (similar to the Mummy at Universal). Then, Marshmallow can pop out and chase you. The ride can get a little fast and hectic at that point, but not too much. It should still have a small height limit like 35" so the little ones can enjoy it ($150 million)
9. Use the 2 country wide vacant plot between China and Germany for a large new South America pavilion. It can feature individual areas for Brazil, Argentina, Chile, Venezuela, Peru, etc all connected by a central area. ($150 million)
10. Build a tunnel over the current speed section of Test Track. Disney used to hate to have guests be able to see backstage, and this is an extended look backstage. The tunnel could continue the Tron like theming of the rest of the current version of the ride, which moving lights or projections making the ride seem even faster. ($15 million)

- Replace Soarin' Over California film with a new Soarin' Over the World film. Feature scenes from the countries represented in World Showcase ($15 million)
