Yes, I do know that there is a thread already about this. It is just getting very full, so I thought I would put the instructions down once again for those who haven't read it yet.
Step one: Go to http://www.wtv-zone.com/Briggy/glitters/glitters.html and choose a glitter. Save it under gif file.
Step two: Go to http://www.flamingtext.com/fonts/ and choose a font. Switch drop shadow to plain, the font should be 40 or 50 (I suggest that, I hope that is along the guidelines), then click all options. Scroll down to the bottom of the screen. There are two boxes, check transparent. Then save the text. (I don't think it matters if it is gif or bmp or what. But I think you should do it gif just in case.)
Step three: Go to http://www.magickstudio.com/ and click browse. Choose the text then click view. Click composite then click browse. Choose the glitter, then change gravity to center, compose to in, and click tile across the image then click the composite button*Go to output, choose gif, then click the output button*. Right click your finished work and save it.

Final step: Go to http://imageshack.us/ and click browse. Choose the finished work then click host it. Copy the first code, then paste it into your signature. And that's about it.
Your finished work should look a little like this. (Can be different color, can be different font, can be different size, but should sparkle like that.)
