Sparkles, how to make? Anyone?

I am trying to add those tiny little sparkles or something like that onto a photo or photoshop. I have googled tutorials and I am so confused.

Does anyone have a easy instruction of how to do this? Or better yet, does anyone have jpeg of a sparkle that you have created that you can post??: Thanks!
