This is how we do it on our trip.
We carry a tiny notebook and the kids write down things they see throughout the week they would like to use their money to buy at the end of our trip. The only time we let them buy something through the week is if its at a park only and its our last day at that park. The rule in our family is we didn't go on vacation to buy souvenirs all week. We enjoy the parks and keep a running list. And I have to say, it really makes the kids think about what they really want and its a less impulsive decision. Its really a win-win for our family.
We don't usually buy balloons, because for the price we can get something more meaningful for our kids. But if they really wanted one, we (the parents) buy it. Usually they end up picking cotton candy or lollipops!
We take glow sticks with us, so the kids never ask for the light up stuff as long as they have something.
