Souvenir luggage tags?

We leave in 3 weeks and have not received "souvenir " Disney luggage tags. Could any of the following answer why not? 1. We are not using DME as we are renting a car. 2. We are renting DVC points to stay on site. 3. I declined Magic Bands thru MDE because I previously bought and linked custom bands. I'm sure I can call but thought I'd check here first

Only people who book packages get souvenir luggage tags.

and they come with your Magic Bands. I went and bought different bands to attach them to my bags ad WDW has really skimped on using quality bands that attach your tags to your luggage.

But it's the DVC stay that's causing no souvenir tags. It has to be a *package*.

and they come with your Magic Bands.

They do, but they will send them separately to people who have packages but have declined magic bands.
