I've flown SW a few times before but it has been a few years. I'm looking at booking but am having troubles with the website...so I'll ask the experts here.

Can you still make changes free of charge? Also, what's the window of time between booking and getting a cash refund if the price drops? This last one I ask because I will be traveling with a friend that most likely would not use a credit if that was issued for a price drop. She is only willing to go along with my plans because it needs to be a budget trip and so far I have proven myself to be good at getting the deals.

You don't get a cash refund when the price drops, just a credit. You can get a refund if you book a refundable ticket and cancel before the flight leaves.

I got a refund to my CC once before...it was either 24 or 48 hours after I originally booked and they agent told me that is was because of the time frame between the booking and my call. She also said that if I had called any later it would have been a credit. Which is actually what I thought I would be getting.

I know things have changed a bit with regard to credits on future travel. Can I use a credit that might be issued to my friend?

The refundable fares do not ever get price drops as they're full fare tickets. Full fare is a fixed price. Reduced fare tickets will result in credits when the price drops if you go through the process of requesting the credit. The credit is then available immediately. There's no way around this.

ETA: There is a 24 hour cancellation policy during which time you can get a full cash refund (I think this is standard for most airlines) but after that it's only a credit.

As of January 28, you will not be able to use a credit issued in another name.
