SOTMK Halloween cards - limited availability?

Yesterday a cast member mentioned to us to get to the fire station early to line up for a Halloween card because they might run out. Is that true? Are they really limited on how many they hand out?

We got there at 7pm and there was a small line. We got them with no problem.
