Does the "second" cardholder have to be an Annual Passholder?

We will be a party of 15 but I am the only AP holder (as of right now). Would I be able to buy the second card ($50) for DH if he does not have an AP? We will probably be splitting up for several meals so it would be nice if each group had a cardholder. I assume that the additional card is intended for a spouse, but my DH will not have an AP. Is it *only* for a spouse, for that matter? What about my dad or mom? I assume no, but cannot find the info I need:confused3.
 
You should be fine getting the additional card even though he does not have an AP.

You can get a 2nd card for your spouse. They don't have to be an AP holder, but there is an additional charge.
 

I would not trust any information from the Mom's Panel. I have seen them post lots of incorrect information. At least on The Dis if someone posts incorrect information they will be jumped on and it is self-correcting.

When you purchase a TiW Card you may purchase a "spouse" card for $50. As a Passholder (or Florida Resident) your status is what counts.

Note that the primary and spouse cards may not be used at the same location for a party of more than ten people; so if you are all dining together it will not work. However, if part of your group is at one restaurant and the other part at a different restaurant at the same time, it will work.

In regards to the bolded part, I was told by a CM (who was formerly in the Dining division) that we could split the check and put 10 people on one check and the remaining guests on another check. She said that if there were 2 cards, then they could apply the discount to both checks. She even recommended putting the adults on one check (with the discount) and then the kids on another (assuming we only have one card for our group.)

Honestly, with a party of 14 (plus an infant), we are planning on splitting up for most meals which is why we'd really like a second card. If I can only buy one for my spouse, it would be a waste since he will be with my party 99% of the time.
 
The mail-in application form has space for "Second Household Member's Name (only if purchasing a secondary membership)" and actually does not specify "spouse"

Hmmmm....that is interesting. I guess that means that I cannot buy one for my dad since he is not in my household.
