My BIL works in a young offenders center in our town. They have all the facilites you mention, when they need clothes they, are taken out and bought all the best of gear, things i could not have afforded for my kids at the time, some have been taken abroad for holidays, for their good behaviour, and are quite often took, for holidays here in Ireland.
All this for being good in a detention center.
And he says , quite a few of them reoffend anyway when released.

) they brag about what they've got and will readily tell you their parent or parents get lots of money for dealing drugs
That wee girl is now 18 years old, 2 of her brothers and 3 cousins have all died of drug overdoses. Kids in our area see things going on all the time, but they are so used to it they have become de sensitised(sp?)
The only thing that gives me hope is the fact that we are all so shocked by it. MOST people are good, MOST people are honest and MOST people hate the low lifes that seem to be out of control.
