is it best to just make a reservation or book the character meal through the website.
we will have two 2 year olds in our party and do we have to pay fo them

We just made a reservation. And yes I'm afraid you'll have to pay for whatever you order for the 2 yr olds, it's only the buffets where the food is free for them (which might make the Lucky Nugget a cheaper option for you -there you would only pay for their drinks)
