I just got back. It was open for Extra magic hours. I recommend going during the day though. During evening EMH the line was twice as long as the day and fast passes were gone. Luckily we saw it during the day - got a fast pass but the standby line didn't look that long (posted at 55 minutes but it looked like a 15 minute line...it seats many at once...unless it takes a long time if they make the standby people wait until after all the fastpass people get in?)

They didn't have the single rider line open during the emh evening hrs. 5/13, they did have fast pass open. I had a leftover fp from the afternoon and they were nice enough to let me use it. I think they're really trying to encourage people to use fp on soaring by overstating standby times. They had 40 minutes posted on a Tuesday night, I got on within 15 minutes. They had 80 minutes posted during emh evening hrs., the line didn't look nearly that long.
We were at EPCOT on 05/19 and during the day it was a 15 minute stand-by wait, but during the nighttime EMH the wait was 75 minutes at 11 PM! We had the same experience at Disney Studios with ToT and RnR. In general, we found the crowds much more manageable during the day than with the nighttime EMH.
We too were at EPCOT EMH a week ago and the waits for Soarin and TT were longer then during the day. We had to use fast pass on both of these rides. The other option is to get in line for Soarin during illuminations and get a fast pass while you're at it. There was hardly any wait at 9:00PM, but by 10:00PM the wait was 60 minutes. BTW, the food court was also open, even though a CM said it was closed. (Living with the land was also open too and the living seas).
The standby line is the line - you know you get in line and wait - not the fastpass line where you use a ticket to bypass the regular line of people waiting (the standby line).
I went yesterday for Early Entry. We walked from the Yacht Club and were there before the park opened at 8. By the time we hurried over to Soarin, the line was 20 minutes. We got FPasses quickly and by the time we turned around to see what the Standby line was, it was up to 35 minutes.
Saturday afternoon, the wait was 95 minutes! Our fastpass was for 5 hours later! When we returned to use our FP at 5:30, the standby line was still 60 minutes and all the FPasses were gone for the day (all the Living with the Land FP were gone also).
I don't think it matters when you go. Plan to stand in line or trek back with a FP.
