Any true Disney fan would know that SOTS has carried with it, a measure of controversy since its' last public screening in 1986 (which coincided with the opening of the SOTS-inspired "Splash Mountain" attractions at DL/WDW).
As such, it has never been made available to the North American home video market for sale/rental to the general public (though certain animated musical numbers were made available on the "Sing-Along Songs" VHS tapes that were widespread during the 90's).
This is something the Walt Disney Company seems to revisit/struggle with, every few years, with the end result always being not to bring it out of the Disney vault. Personally, I believe no movies should ever be suppressed from the public -- my take on it is if nobody wants to purchase this film for their Disney library, the low sales numbers will speak for themselves, as Disney is all about making money on their works.
As Warner Bros. had been dealing with a similar situation over the years with their "Censored Eleven" Looney Tunes/Merrie Melodies cartoon shorts (most famous - and controversial - among them was Bob Clampett's "Coal Black and de Sebben Dwarfs"), Warner eventually saw fit to begin work on restoration of these shorts for an eventual release through their "Warner Archive" program.
That said, it's not a question of "if?", but rather "when?" Disney will begin restoration work on SOTS for an eventual re-release (I would think the proper way to deal with this in a matter to please most is to sell it directly through the Disney Movie Club, or a similar vehicle).
