Some procedure Questions

Not sure if it changed since you were there, but last week we were able to book g+ LL once we scanned into the park, even before 8am.

There were no return times before 8am, but we could book an 8am return time at 7:30 while waiting for rope drop.
That's how it worked for us at the beginning of April as well -- you can start booking as soon as you scan in (even if it's before official park opening), but the return windows won't open until park opening time.
 
Here now…we were scanned in @ 7:28 & could immediately make LL reservations & buy ILL. When I checked to see when I could make a next LL, it said eligible @ 9 a.m.

BTMRR was down most of the morning which got us 2 multi-experience passes. It’s back up now but opting to hop to DCA because the lightning lane return area looked to be a long wait.

Our first reservation was a 8 am to 9 am window. If you are in park prior to park opening, you should be able to pick this window for most attractions - the more popular attractions will start having later return times quickly but many have immediate return times for the first couple hours. We mostly used our LL times in the morning because we noticed that even the LL lanes can get pretty long as the day goes on. My kid has a low tolerance for any line so it was useful for us to get as many rides done in the morning as possible.

Sorry for weird formatting. One other thing we noticed is that lightning lanes were really long between 1 pm and 2 pm presumably because of people stacking LL’s to use after park hopping. For instance, the Soarin’ LL line @ 1 yesterday stretched way out beyond Smokejumpers.

When we were there last weekend the first window was 8:00-9:00 am.
 
2. If in a standby for ROTR, and it breaks down, do they give you a return pass?

This happened to us on our trip (4/23) and while we didn't get a return pass for ROTR we did get an anywhere (except ROTR/Webslingers/RSR) lightning lane that we were able to use on Space Mountain that evening. We got dumped from the queue just after the storm trooper room so I don't know if they handle it differently depending on how far you get in the standby line.
