That is absolutely true. They can and do regularly sell personal information from their files. However, the technique they are using here is to narrow down the field to the people that are most susceptible to their fear mongering sales pitch.The credit bureaus can already sell your name unless you opt out.
As I am sure you know, you should never respond to spam. Spammers send out many millions of emails and each address that responds (if even to opt out) confirms that address as being real in the sense that there is a potential customer on the other end. Spam lists with real addresses are hot sales items in the world of marketing.
BNY Mellon sent out at least 4.5 million of these letters. If they get a mere 3% response, thats 135,000 people that they can add to their marketing list of highly susceptible customers. Those lists (commonly referred to as sucker lists) sell for a lot more among marketers.
