1. Do any of the restaurants at DLP offer free refills on soft drinks?
2. Are the store at the rail station and the Circle K gas station still the best places to get drinks without paying DLP prices?

Not at counter service restaurants.

No, both counter service and table service have fountain drinks, you just wont get a free refill at either.

I think it is only illegal in self service restaurants. Table service you can (or at least could) offer free refills and for a while the Lucky Nugget Saloon did offer free refills (pre-pandemic). But now it’s not offered anywhere.

We were very surprised about the free refills there as it was relatively short after the law came into effect and that’s what our French friend explained to us.
