Socal passport residency question

Hi, I'm from NorCal but I go to school in Southern California. I would like to purchase so cal annual passes for my parents who are not residents. If I buy passes for my parents, will they need to prove residency in SoCal or just me? Also, my drivers licenses shows a NorCal zip code so will a utility bill or ID card for UC Irvine suffice for proving socal residency?

Your utility bill will be fine with your picture ID. My daughter used that when we bought her the pass. I don't believe you'll be able to buy for your parents. I had to show my address for myself and when I was buying for my adult daughter, they wanted to see hers, too.
