Just a guess because they didn't cover this in school, but maybe he can if he's not planning on sitting in the special Infallibility chair.

To get serious, I don't think they can. I know here in NY, if people wanted to go to the Mass at Yankee Stadium, they had to put their names in a lottery a few months ago. After the names were picked, the winners went thru a vetting process. I think their names will be on their ticket, and they will need photo ID to get in. Security & all that.

At our parish they told us we had to sign up for the lottery and they would be doing background checks and then chekcing security before you are allowed on the bus or allowed into the stadium.
