i know I can't get free dining without buying park tickets. Can I buy the dining to create a package with a room? Seems crazy not to allow it if you bought the ticks from Disney.

Yes you can, but you have to call and ask about booking a ticketless package which follows all the rules of a package (deposit, final due date, change fees), but doesn't require tickets.

As noted, at this time you can, but only by phone. The ticketless package option is not offered online.

Military have always had a ticketless package option. Regular packages have just recently allowed it.
