It will be for my son's birthday, which restaurant? We've been to CR, but not Le Cellier.
 

Le Cellier most likely. Not the best-reviewed signature but better than Coral Reef. I'd actually say Yachtsman would be even better for steaks, and is a short walk away from Epcot.
 
How old is your son? If he is younger, definitely Coral Reef. Watching the fish for younger kids is awesome. If he is teen or older, I would go with Le Cellier.
I would also look at the menus for both and see if he would like one better than the other.
We've eaten at both several times and enjoyed them, but they are just very different.

Been to coral reef 2x and both trips were dissapointing. Our kids didn't like the food. The adults were disappointed in food quality. Looked better on the menu than on the plate. But the atmosphere is nice. Love the big glass views into the aquarium.

I'd still say Yachtsman or perhaps Flying Fish if he also likes seafood. I think you'll get much better quality food at either (and Le Cellier) compared to Coral Reef.

Separately, we had a really good birthday experience a few years ago at Teppan Edo.
 
If you are willing to walk out of EP through the IG entrance, I would consider Yachtsman Steakhouse at YC over Le Cellier. If you aren't on the dining plan, you may also want to consider bluezoo at the Dolphin which is excellent. We've had good food at Le Cellier, but it feels quite crowded and dark in there, IMHO.

I think either would be a good choice. I do agree that for fish, Flying Fish is a better choice than Coral Reef unless he wants to see the tank. We ate at Flying Fish last fall after the remodel and it didn't lose a step. Just a short walk from EPCOT.
I've never eaten at Yachtmans, its on our list to get to.
