This may be a silly question but since I had no idea that DVC owners could even get free dining - does that mean if you rent points from a DVC owner that you could also, potentially, get free dining???

I think JoePa4Ever meant Disney Visa Card holders, not Disney Vacation Club members. Free dining has never applied to any stays at DVC on points, whether owned or rented. I don't really expect that to change.
