I've gone the first or second week of December the past 6 years and we've seen them in small groups in the parks and they weren't a big deal. Crowds have always been light. We always stay at BWV though.
I think 360,000 is the total number of kids in the program nationwide. The Super Bowl at WDW in December is only for the finalists, 4,000 might be realistic (which isn't alot when you consider average daily attendance at MK is around 30,000-50,000). They have competitions at WWoS during the day, so they all aren't in the parks at once. They usually hold a private afterhours party at MGM one night. The biggest problem I've heard is they stay at All Stars and stay up late carrying on.
