So Calif Resident Annual Passes

What is the procedure for these passes? We are planning to visit DL more than once in a year and have friends in So Calif. Can they purchase passes for us? We've had other friends that have done this, but it was about 1.5 years ago.

from what i heard, all you need to do is show the zip codes on your drivers license when purchasing. i dont know if they ask for it again.
