Our Princess cruise to Alaska starts and ends in Seattle. However, all foreign flagged ships have to stop at a foreign port if the cruise American waters. ( That’s what I am not sure about.) So, our cruise was supposed to stop in Victoria, and since it can’t, am I correct that that cruise will be cancelled?

The Canada stop is required by the Passenger Vessels Services Act.

Sailing Canadian waters is also an issue. While they could swing wide potentially, they would have to do it at a higher speed to cover the distance, and the international waters are known to be choppy. Fast n choppy ain't what any line wants to offer.
 

Ok...I am so happy we did go in 2019. It was so terrific we booked last year, then changed to this year. We will try again, book for 2022.

Love Alaska cruises.....been 5 times now and it is one we want on our list for every year or every other year at least.

We have been twice, only once with a land tour. It’s certainly worth going back to, many times!
 
We only did one land tour. That was fun, but we don't need to do it again
