They are in blocks. Meaning, one side of a wing (12 rooms) will be a block of smoking rooms. It is not possible to get a smoking room next to a non-smoking room. The best one can do is get one 'nearby.'

Is smoking restricted to the rooms, or will I be walking through other people's smoke throughout the motel?

Smoking is prohibited inside public buildings, and near the pool.
