Body language. It's very easy to spot, especially when the wind is blowing in the opposite direction and their fake little "uh uh" cough coincides exactly with the point in time when they glanced over and visually noticed they were in the vicinity of a designated smoking area. I'm an ex-smoker by the way (haven't smoked in about 4 years), but it's not hard for even a nonsmoker to understand that smokers are treated badly and looked down upon whether they're following the rules or not. Now, this new policy will increase the occurrence of people smoking in random areas by about 1000%.
I don't think asamany people ' fake' cough as you think. I really hope you are wrong about people breaking the rules though....smokers and nonsmoker's alike deserve to enjoy the parks. It's very hard to enjoy a park when my asthmatic child can't breath and needs to be rushed to the hospital because of someone's laziness that they won't go to a designated area. That is just not right. Do I get to send them my doctor's bills?
