Can I buy a small contract for around 25 points at BCV and book it 11 months out, while I have the larger share of points to transfer at a cheeper place per point like OKW at a later date? Also the low points at BCV would let you pool hop anywhere except maybe AKV. Is this a good idea?

If you own 25 BCV points and, say, 100 points at OKW, then you can use the 25 BCV points to book at BCV 11 months out. Then at 7 months out, you can try to extend that reservation with OKW points, subject to availability. Another option is to bank your BCV points and have 50 BCV points to use at BCV every other year, or bank and borrow and have 75 BCV points to use at BCV every third year.

Also the low points at BCV would let you pool hop anywhere except maybe AKV.
I'm not sure I understand what you are asking. You have to be staying at BCV to use SAB. So if you own points at BCV but you happen to be staying at OKW, you cannot use the pool at BCV.
 
Some DVC sales person was telling us that some members like to pool hop. That is go to other Villas and use their facilities & pools. He said that this was the case for all of the villas except BCV ( maybe AKV) since the pools at BCV are more like a water park.

One of the perks of DVC membership is that you are allowed to pool hop to other DVC resorts and WDW hotels, except for SAB at YC/BC/BCV and the pool at AKL. The way your question was worded, it sounded like you thought if you owned points at BCV, you could pool hop to SAB. I was just trying to clarify that owning points at BCV does not allow you to pool hop there. You have to be staying at YC, BC or BCV to use SAB.
 

Pool hopping is not a given for DVC members. You must be staying on points and the days must not be blacked out. Holiday periods or other times when the parks are crowded are usually blacked out for a week or more. So no pool hopping at that time.

If you are not staying at BCV, you cannot pool hop to any of the pools at YC, BC or BCV, not just SAB.

Where you own your points is not the key. It's where you stay.
