There is an important distinction between an individual with a folded manual wheelchair/SAW and an individual who “rolls on” seated in the wheelchair. For the purposes of evacuation standards one is considered to be ambulatory and the other not. Yes reality may differ from that but as already stated evacuation procedures (which drive the occupancy limits) are based on such assumptions.Disney allows two folded wheelchairs onto one skyliner, which means two people with a disability that requires a wheelchair can be on the same cabin if they are folded up.
WDW is not going to question each party nor weigh each guest to customize the occupancy of gondolas. Standards are used.
