Skipped web based interview?

I did a program before and I applied last year and both times I had to apply, web based interview (questions about how you'd handle things) then phone interview. This time I applied, picked the jobs and then I got an email saying thank you they'd be in touch and the next day I was asked to schedule a phone interview. ? Are they skipping the middle part now? I applied for Cali and Florida if that makes a difference

I heard if you've passed a WBI in the past 6 months? then you don't need to take one again.

But I could be wrong.
