Some people will do anything to get out of jury duty

It's common. They use lists from voting records, DMV and who knows what else to come up with the juror lists. It's really no big deal, just send the form back and check the box that says 'deceased' or whatever choice seems reasonable, and write in the comments 'this person is deceased as of XX/XX/XXXX.

Or what? Will they arrest him?

Oh yup next time he gets stopped by the police they will throw him in jail. But if he's driving we all have bigger problems than a jury summons
