How do they build tunnels under the water without drowning?

Why do we go through the tunnel, and then once through there is a sign warning truck drivers that there's a certain height a truck can be to make the return trip in the tunnel! Seems a little LATE! That sign should be well before trucks enter a tunnel and get out on a bridge.
