Shutter's release form

OK, I just don't get it... Under what circumstances is it advisable to complete the release form?

"If you would like to get prints made of a photo you buy on board, you will need a release."
this is what it says, but does that mean just by signing a form, you can make your own prints of a picture they took? Does it cost anything extra? Do they give you the print, a negative, or a digital picture CD?
I get that you can buy various sizes of the pictures they take, either individually or in package deals...I just don't get this release part.

I printed a release off before Christmas and then took a picture of my family in front of Wonder to Walgreens and had it made into cards. They did take the release from me at Walgreens, but they didn't give me a hard time at all.

I understand they "own" the pictures they take. You can buy the pictures (prints) at Shutters but may not have them copied without violating copyright laws...The release allows the reproductions. You give the release to whatever business you have chosen to make the reproductions. In one case I wanted a copy of a photo of my nephew and the shop called the photographer's number and they gave him a code that would allow the photo to be copied. In my case it was not a digital picture that I wanted to have copied so the procedure may be different with digital photos.
 
I am feeling a bit dense today...let me see if I get this...

I need a release in order to take a picture I purchased from Shutters to another processor who can then make more prints for me. Do I give the secondary processor (ie. Walgreens...) the actual photo, from which they make a negative or digital copy to use to make duplicates?

Is the release also signed by the people from Shutters? And there is no fee for this?
 

I gave the photo to the guy at Walgreens, he scanned it into his machine, gave it back to me and then 24 hours later I had my cards. I copied my release from Barb's site and it didn't have a signature from Shutter's but it did have a phone number for the other retailer to call (I think). There is no fee for this.
 
Where do I find the release form? I asked at shutters and they told me online, but never gave me the website.....DUH!!
