I can see that enforcing a year-round ban on pool hopping to SAB makes some sense, although it would also have been possible to continue the policy of allowing pool hopping except on days when SAB is at capacity -- there just would have been more such days with the opeing on BCV.

But why ban pool hopping to all Y&B pools at all times, even the new BCV pool?

Disney Vacation Development (the development arm), Disney Vacation Club (the operations arm), and many DVC members benefit from pool hopping. It helps sell DVC ownerships and add-ons, and it keeps members happy and coming back -- all at a negligable incremental cost to Disney.
