I am not sure where the concern is here. I just must be missing the point. I have never had anyone at Disney question me about my kids ages and when questioned about other things they have always taken my word for it. I personally would be concerned that if I lost the birth certificate someone would use it for not so nice purposes. If it's a question of the DDP or the park tickets if you have bought them ahead of time there shouldn't be any questions asked. If you plan to buy park tickets when you get there and they ask you should only need to tell them she is 8 but tall for her age. We just got back and had my niece listed as 10 although she is only 9 and she is by no means tall for her age. We wanted her to be able to order off the adult menu on the DDP, and it was never even once questioned by anyone. I truly can't imagine them making a major issue out of it. I just don't see why you would need to have it or be worried about it.
My dd is huge for her age. She's 8 now and wears a 14 (needs it for length). She has never been on any growth chart. We took her right before she turned 3 and took her bc because we were a little nervous. Only one time going in did a CM look like she was waiting for us to slide her ticket through, but when we didn't, she didn't say anything and moved on to the next person. It's funny, but we went last year and we're going this year and it didn't even occur to me that people might think she needs a jr. or adult ticket (she definitely looks like she's 10-12). Thanks to this thread, I'll bring it just in case
